Grants to Ontario registered charities in eligible locations for creative strategies that enhance the economic opportunities and livelihoods of low-income individuals. Applicants must submit a letter of interest prior to submitting a full proposal. Funding is intended to increase access to quality jobs, protect precarious workers, and strengthen neighborhood economies in the City of Toronto.

Metcalf is interested in approaches that: encompass an understanding of the broader landscape of public policy, research, and community action; take a systems-focused approach; include an analysis of equity and inclusion; and enhance the participation and leadership of low-income people in addressing the conditions they face. 

The goal of the Opportunities Fund is to improve the economic livelihoods of low-income people through strategies that:

  • Enhance Toronto’s labor market by improving job quality for low-wage workers and create access to good jobs for low-income workers and job seekers
  • Develop community wealth by reducing barriers for low-income entrepreneurs and alternative business models
  • Leverage economic development and community assets in Toronto’s neighborhoods to invest in equitable and sustainable communities.

The Foundation encourages success by:

  • Supporting dynamic leadership — celebrating, developing, and strengthening leaders who are contributing to positive change;
  • Nurturing new ideas and practices — exploring and developing innovative approaches to tackling tough problems and seizing opportunities; and
  • Fostering integrated thinking — creating opportunities for ongoing dialogue, collaborative learning, and reflection to build new knowledge and inform action.

Additional Eligibility Criteria:

Organizations may apply individually or in collaboration with others.

Lead applicants must be:
- Committed to improving outcomes for low-income people and communities,
- Based and active within the City of Toronto; and
- Registered as a charity through the Canada Revenue Agency.

Generally, the Foundation does not fund:
- Direct services that focus purely on developing job skills;
- Direct financial support to for-profit enterprises — social or otherwise;
- Ongoing operating expenses that are unrelated to the proposed project;
- Capital projects;
- Endowments; or
- Deficits

Pre-Application Information:

For 2020 awards, Letters of Interest (electronic copies only) will be accepted on or before, 2:00 PM, November 23, 2020. Full applications (electronic and hard copies) must be received by February 1, 2021, at 2:00 PM.

Applicants will be informed within three weeks of submitting a letter of interest whether they are invited to submit full applications.

Prospective applicants are strongly encouraged to contact the Inclusive Local Economies Program Director, Adriana Beemans, to discuss their proposals in advance of applying.

Notifications of the Board’s funding decisions will be sent out in early April 2021.
