Grant Description
Grants to Maryland government local and state agencies, and tribes to acquire and develop public outdoor recreational areas and facilities. Funding is intended to create and maintain high-quality recreational resources and to stimulate non-federal investments in the purchase, development, maintenance, and protection of these highly valued recreational areas.

LWCF assistance may be available 1) to acquire lands and waters or interests in lands and water for public outdoor recreation, and 2) to develop basic outdoor recreation facilities to serve the general public. To be eligible for assistance, projects must be in accordance with the SCORP, be sponsored by a governmental agency, and meet other State and federal requirements. 

Projects must directly support public outdoor recreational uses of related properties and facilities. Projects must support State Land Preservation and Recreation Plan goals. Eligible project types are as follows:

  • Acquisition – Land purchases intended for public outdoor recreation, including:
    • Fee simple acquisition of property for public use.
    • Expansion of existing developed recreational areas by acquiring adjacent land.
    • Acquisition of undeveloped land to establish a new outdoor recreation area.
    • Requirement: Properties acquired with LWCF assistance must be open for public use within three years of the purchase date.
  • Development/Rehabilitation – Projects involving the creation, improvement, or restoration of public outdoor recreation facilities, including:
    • Development of new outdoor recreation amenities or facilities.
    • Renovation or enhancement of existing outdoor recreational infrastructure.
    • Design and construction work associated with these improvements.
    • Multiple development projects within the same park may be included under one grant application

Eligible Recipients: Must be a government entity (e.g. state agency, federally recognized tribe, county, municipality, special district).


Pre-Proposal Conference
May 1 – May 31: There will be open time slots to meet with DNR regarding your proposed projects. These meetings are suggested, but not required. Pre-Application Information
Preliminary applications are due to DNR by 5 p.m. on June 25, 2025.

Upon receipt of a draft grant application package, the NPS will assign an official LWCF project number to the project and conduct an initial cursory review to determine if all required items are included in the grant application package. Once a grant application package is considered actionable, the NPS will direct the State to submit the final version via https://grants.gov/.

Municipalities and counties may apply for up to 50 percent matching fund assistance from the Land and Water Conservation Fund.

Estimated Size of Grant
• Maximum grant request: $2,000,000 (total project cost of up to $4,000,000)
• Minimum grant request: $50,000 (total project cost of at least $100,000)

Exceptions may be granted by the Department in certain circumstances based on project applications received and available grant funds.

Term of Contract
Development and acquisition projects must be completed within three years from the provided start date.
